Position Title:

Project Manager (Project Manager 3) - Oregon State Hospital, Salem Campus

Job Description:

NOTE: A cover letter and resume are required to be attached to your application for this position.

The Oregon State Hospital (OSH) is seeking an experienced and highly motivated Project Manager to lead complex, multi‑stakeholder technology initiatives that directly support clinical care, hospital operations, and data-driven decision-making. This position plays a critical role in ensuring that technology solutions implemented by the Data & Information Services (DIS) department advance OSH’s mission, meet federal and state requirements, and improve the reliability, accessibility, and integrity of hospital information systems.

The Project Manager provides enterprise-level project oversight and is responsible for guiding technology projects through their full lifecycle—from initiation and requirements development through acquisition, implementation, transition, and stabilization. The role ensures projects are completed on time, within scope, and on budget while meeting clearly defined objectives.

We are seeking an individual who excels in project leadership within complex environments and can effectively navigate technical, operational, and regulatory considerations. The ideal candidate is skilled at cross‑functional collaboration, communicates clearly with diverse stakeholders, and exercises sound judgment in a fast‑paced and highly regulated healthcare setting.

Key responsibilities include:

  • Managing and overseeing DIS-supported technology projects to ensure alignment with OSH’s strategic priorities and operational needs.
  • Coordinating the acquisition of new or enhanced information systems, including development of functional requirements, system specifications, Requests for Information (RFIs), Requests for Proposal (RFPs), Statements of Work (SOWs), and contracts.
  • Collaborating with DIS staff, OIS partners, the Office of Contracts and Procurement, and external vendors to develop required project deliverables. (This position coordinates procurement activities but does not have ownership or oversight of contracts.)
  • Leading implementation activities such as testing, training, communication, and change management to ensure successful adoption of new or modified systems.
  • Identifying and mitigating project risks, maintaining stakeholder engagement, and ensuring continuous alignment with OSH workflows, regulatory requirements, and OHA/OSH core values.
