The HR - 3P Vendor Management Lead will be responsible for overseeing the management of our third-party manpower vendors, ensuring efficient and effective staffing solutions to support our growing business. The HR 3P Vendor Management Lead also ensures vendor compliance, service quality, cost-effectiveness, and alignment with store-level staffing needs. It also drives standardization, performance monitoring, and continuous improvement across outsourced workforce engagements.

Responsibilities

  • Serve as the primary point of contact for vendor-related escalations across stores and departments
  • Train store managers and HRBPs on vendor protocols, escalation paths, and compliance expectations

  • Develop and implement a manpower vendor management framework covering selection, onboarding, negotiating, contracting and renewal
  • Manage and maintain relationships with third-party manpower vendors and service level agreements
  • Lead vendor sourcing, processes, and contract negotiations in coordination with Finance and Legal
  • Define vendor segmentation (e.g., regional, specialized, bulk deployment) and tailor engagement models accordingly
  • Align 3P manpower deployment with store staffing plans, seasonal needs, and expansion schedules
  • Oversee the onboarding and offboarding processes for deployed workers provided by 3P manpower vendors while coordinating with HRBP to ensure timely onboarding, training, and replacement of deployed workers
  • Collaborate with internal stakeholders to understand staffing needs and communicate these to 3P vendors
  • Champion digitalization of vendor management processes (e.g., dashboards, portals, e-signatures)
  • Establish KPIs and SLAs for vendor performance (e.g., fill rate, compliance, incident rate) and enhance SOPs, templates, and toolkits for vendor onboarding, reporting, and incident handling
  • Monitor and analyze SLA data and/or metrics such as fulfillment rates, absenteeism, and turnover across 3P vendors and implement corrective actions and opportunities for process improvements
  • Facilitate quarterly business reviews with 3P vendors to discuss performance, issues and improvement plans.
  • Ensure vendor adherence to labor laws, occupational safety standards, and company policies
  • Coordinate with HRBP and Legal on vendor related-investigation or escalation
  • Maintain audit-ready documentation for contracts, deployment records, and compliance reports
  • Support internal audits and regulatory inspections related to outsourced workforce
  • Provide guidance and support to managers on best practices for effective vendor management
  • Monitor vendor billing accuracy, rate adherence, and cost trends
  • Identify opportunities for cost savings, efficiency improvements, and vendor consolidation
  • Support budgeting and forecasting for 3P manpower costs

Requirements

  • Bachelors degree in Business, HR, Operations, or related field; MBA or equivalent preferred
  • Minimum of 8 years' experience in a vendor management, HR operations, or manpower outsourcing
  • Extensive experience managing third-party staffing vendors in retail, FMCG, or logistics preferred
  • Excellent communication and negotiation skills, with the ability to build strong relationships with vendors
  • Analytical mindset with the ability to interpret data and make data-driven decisions
  • Strong problem-solving and conflict resolution skills
  • Extensive knowledge in labor laws and regulations in the Philippines
