  • Working Arrangements: Hybrid – office attendance for the majority of the working week, with remote working available for up to one or two days per week where operationally appropriate.

The Delivery Manager will support the effective planning, coordination, and delivery of enforcement communications technology and capability outcomes for the ABF Radio Replacement Project.

The role involves working collaboratively with project teams, technical specialists, vendors, and key stakeholders to coordinate radio programming, configuration, integration, staging, testing, and deployment activities.

The Delivery Manager will assist the Project Manager in coordinating project delivery activities, managing schedules and dependencies, monitoring budgets, supporting governance and reporting, and contributing to procurement activities.

The role requires experience working within complex communications, technology, infrastructure, procurement, and government environments.

Candidates may be nominated at Professional Contractor Level 2 or Level 3, depending on experience and qualifications. A maximum of one CV per candidate may be submitted for either Level 2 or Level 3, not both.

Travel will be required as part of the engagement.

Responsibilities

  • →Support the delivery of enforcement communications technology and capability outcomes under the ABF Radio Replacement Project.
  • →Assist the Project Manager in coordinating project activities to achieve agreed milestones, schedules, and objectives.
  • →Coordinate project delivery activities across technical teams responsible for radio programming, configuration, integration, staging, testing, and deployment.
  • →Monitor and track project progress across multiple workstreams in accordance with agreed plans, priorities, and schedules.
  • →Support concurrent projects and delivery initiatives, including complex, high-risk, and strategically significant activities.
  • →Assist with project planning, resource forecasting, dependency management, and delivery scheduling.
  • →Develop and maintain project documentation, registers, delivery plans, and reporting artefacts in accordance with Departmental methodologies and standards.
  • →Maintain project schedules and monitor milestones, dependencies, critical paths, and delivery activities.
  • →Collaborate with technical specialists, vendors, operational stakeholders, and project teams.
  • →Identify, monitor, and escalate project risks, issues, assumptions, constraints, and dependencies.
  • →Support project governance through reports, briefs, dashboards, and governance documentation.
  • →Monitor project expenditure and support budget tracking, forecasting, and financial reporting.
  • →Facilitate technical workshops, project meetings, testing reviews, stakeholder engagement sessions, and readiness assessments.
  • →Coordinate technical resource allocation for programming, testing, and deployment activities.
  • →Support test planning, test execution coordination, defect management, and deployment readiness.
  • →Contribute to procurement activities, including technical specifications, statements of work, evaluation criteria, and procurement planning.
  • →Provide guidance and support to project team members and contribute to continuous improvement.
  • →Transfer knowledge and skills to departmental staff.
  • →Undertake travel and other tasks as directed.

Requirements

  • Relevant tertiary qualifications in Project Management, Business, or a related discipline are desirable.
  • Substantial relevant experience, typically between 5 and 10+ years, in project delivery and management within complex communications, technology, infrastructure, procurement, and government environments.
  • Experience in project planning, delivery coordination, stakeholder engagement, procurement support, risk and issue management, reporting, governance, and assurance.
  • Experience coordinating multiple concurrent projects and multidisciplinary technical teams.
  • High-level verbal, written, and interpersonal communication skills.
  • Relevant tertiary qualifications in Project Management, Business, or a related discipline are desirable.
  • Substantial relevant experience, typically between 10 and 15+ years, in project delivery, project management, and delivery governance.
  • Experience leading and overseeing concurrent complex, high-risk, and strategically significant projects and workstreams.
  • Extensive experience in delivery management, governance, resource oversight, executive reporting, procurement, risk management, and project assurance.
  • Experience leading multidisciplinary teams responsible for system integration, configuration, testing, deployment, and operational transition.
  • Extensive experience supporting and managing procurement activities in accordance with Commonwealth procurement requirements and organisational policies.
  • Highly developed stakeholder engagement, communication, negotiation, relationship management, and delivery leadership skills.

Responses to this RFQ will be evaluated against the following criteria:

The Service Provider’s demonstrated understanding of the Services required.

  • The Service Provider’s demonstrated capability and capacity to provide the services described in the Detailed Statement of Work to a very high standard.
  • The Service Provider’s nominated personnel demonstrated experience in providing the similar services to the services described in the Detailed Statement of Work.
  • The extent to which the proposed fees provide value for money for the Australian Government, including consideration of the total fees and whole-of-life costs to be incurred by the Entity over the duration of the contract.
  • The extent to which the Service Provider’s response presents any risks, including the Service Provider’s proposed use of AI systems.

It would be desirable for the successful completion of contractual deliverables if the Delivery Manager had the following skills and experience:

Demonstrated knowledge and understanding of the Australian Border Force (ABF) operational environment, including enforcement communications capabilities, operational requirements, and stakeholder landscape.

Strong understanding of the Department's project management framework, governance processes, methodologies, and project delivery lifecycle, with the ability to apply these practices to support successful project outcomes.
