We are seeking an experienced and highly accomplished Program Manager to lead the operations and technology functions supporting Medical Disability Claims (MDC). This senior leader will be responsible for the overall performance, delivery, continuous improvement, and technology enablement of MDC operations. The ideal candidate brings at least 15 years of leadership experience, a strong record of managing complex operations and technology programs, and direct experience working with the VA on IT projects. This role requires a strategic operator who can translate mission requirements into executable plans, lead cross-functional teams, manage stakeholders and performance, and drive measurable outcomes.
The Program Manager will provide executive-level leadership across people, processes, technology, quality, performance, and delivery. Success in this role requires the ability to operate comfortably at both the strategic and tactical levels, balancing day-to-day operational execution with long-term modernization and technology initiatives.
Responsibilities
~2 min read- →Provide executive leadership and accountability for MDC operations, technology, program delivery, performance, and customer satisfaction.
- →Lead and develop cross-functional teams spanning operations, technology, program management, quality, reporting, and support functions.
- →Own program execution, including scope, schedule, budget, staffing, risk management, performance management, and delivery against contractual and mission objectives.
- →Serve as a senior point of contact for VA stakeholders and establish trusted relationships across government, contractor, technical, and operational organizations.
- →Leverage direct experience with the VA to understand mission priorities, IT governance, stakeholder expectations, acquisition environments, and federal program requirements.
- →Lead VA IT projects and technology initiatives supporting MDC, including modernization, systems integration, process automation, data and reporting capabilities, cybersecurity coordination, and technology-enabled operational improvements.
- →Translate business and operational requirements into technology roadmaps, project plans, priorities, and measurable outcomes in partnership with technical teams and government stakeholders.
- →Establish and monitor operational KPIs, service-level objectives, quality measures, productivity targets, and program health indicators; use data to drive corrective action and continuous improvement.
- →Identify operational risks, dependencies, bottlenecks, and opportunities for automation or process improvement, and implement solutions that improve efficiency, quality, timeliness, and customer outcomes.
- →Direct program governance, status reporting, executive briefings, stakeholder communications, and performance reviews.
- →Partner with technical leadership to ensure systems, applications, infrastructure, data, and integrations support operational requirements and can scale with program demand.
- →Ensure program processes and technology solutions align with applicable federal requirements, contractual obligations, security practices, privacy requirements, and organizational policies.
- →Lead organizational change management associated with new processes, systems, technology deployments, and operating models.
- →Develop and maintain staffing strategies, workforce plans, succession plans, and leadership development programs to support sustained program performance.
- →Manage subcontractors, vendors, and external partners as required, ensuring accountability for delivery, quality, and performance.
- →Identify and communicate program risks and mitigation strategies to executive leadership and government stakeholders.
- →Take on additional tasks and responsibilities as assigned based on business needs.
Requirements
~2 min read- 15+ years of progressive leadership experience managing complex programs, operations, technology organizations, or a combination thereof.
- Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Public Administration, or a related field; advanced degree preferred.
- Direct experience working with the U.S. Department of Veterans Affairs (VA) on IT projects, technology programs, digital transformation initiatives, or related federal mission programs.
- Demonstrated experience leading both operational delivery and technology functions, with the ability to connect technology strategy to business and mission outcomes.
- Proven success managing large, complex, multi-disciplinary teams and leading senior managers and technical professionals.
- Strong understanding of federal IT project delivery, program governance, stakeholder management, and the federal contracting environment.
- Demonstrated ability to manage program budgets, schedules, risks, performance metrics, staffing, and executive-level reporting.
- Experience leading technology implementations, systems integration, modernization, automation, data initiatives, or other enterprise IT projects.
- Exceptional written, verbal, presentation, negotiation, and executive communication skills.
- Strong strategic thinking, problem-solving, decision-making, and organizational leadership capabilities.
- Ability to work effectively with senior government executives, contracting officers, program leadership, technical teams, and operational stakeholders.
- Ability to obtain and maintain any required federal government background investigation, suitability determination, or security clearance applicable to the program.
- Experience leading programs supporting Veterans Benefits Administration (VBA), Veterans Health Administration (VHA), or other VA mission areas.
- Experience with VA enterprise applications, platforms, data environments, interoperability, or digital transformation initiatives.
- Experience with Agile, Scrum, DevSecOps, ITIL, or other structured technology and service management methodologies.
- Experience with federal contract management, performance-based requirements, and government program governance.
- Relevant program or project management certification such as PMP, PgMP, SAFe, or equivalent.
- Experience leading large-scale organizational change, process reengineering, and technology-enabled transformation.
