Threat Tec, LLC is an integrated technology and services company serving defense and commercial customers. We design, deliver, and sustain training, readiness, and mission-support solutions that combine people, process, and technology to improve preparation, decision-making, and operational performance.

About the Role

Threat Tec is seeking an Agile Program Manager to lead a large, cross-functional professional services team supporting U.S. Army simulation, training, test and threat acquisition programs in Orlando, Florida and at Redstone Arsenal, Alabama. This is a key personnel role. You will lead the overall contract effort

and move a traditional staffing model to an Agile, capacity-based model, where work is pulled from a prioritized backlog and success is measured by outcomes and delivery velocity rather than headcount. You will be the primary interface with senior Army program leadership

• Lead overall contract execution as Program Manager, with full authority to act on daily contract operations; be available within the 0600–1800 operating window.

• Manage an enterprise capacity pool of engineers, analysts, logisticians, financial, cyber and program support professionals, reallocating people across multiple project offices based on backlog priority, workload surges, blockers and changing mission demand.

• Stand up and scale Agile practices (for example SAFe, Scrum or Kanban) across multiple teams while keeping work aligned to the customer's strategic and mission goals.

• Own the Jira environment: capacity tracking, backlog workflows, sprint and PI planning, velocity forecasting, flow metrics (cycle time, throughput, WIP) and executive dashboards.

• Use delivery metrics to spot risk early, pivot underperforming efforts and continuously improve team performance; reduce idle time and maximize productivity of multi-skilled staff.

• Brief senior Government leadership, communicate risks and blockers quickly, facilitate decisions and maintain transparent performance reporting.

• Lead contract transition with no degradation to mission, including retention and onboarding of experienced staff.

• Lead and present live Agile demonstrations and capability briefings to senior Government stakeholders.

• U.S. citizenship.

• Active Top Secret clearance with eligibility for TS/SCI.

• Bachelor's degree or equivalent professional experience.

• 5+ years of program management experience leading Agile teams or managing cross-functional, capacity-based professional services contracts (federal or commercial), with at least 3 of those years within the past 5 years.

• Demonstrated experience scaling Agile practices across multiple teams.

• A current advanced Agile credential: PMI-ACP, Certified Scrum Professional (CSP), SAFe Agilist, SAFe Practice Consultant (SPC) or an equivalent advanced certification.

• Hands-on Jira experience tracking capacity, managing backlog workflows, forecasting delivery velocity, and building flow metrics and dashboards.

• A documented record of using specific delivery metrics to turn around a failing project or materially improve team performance (please describe this in your resume).

• Active TS/SCI.

• SAFe SPC or SAFe Release Train Engineer (RTE); PMP or PgMP.

• Experience with Army or DoD simulation, training, test or threat acquisition programs, including PEO STRI or CPE ST3 product offices.

• Experience managing contracts of 50+ personnel across multiple sites, including 24/7 or SCIF-based operations.

• Experience leading contract transitions and retaining incumbent workforces.

• Experience with Jira Align, Confluence, Power BI or similar portfolio analytics tools.

• Military service or prior Army acquisition experience.
