DAI is seeking a senior-level Project Manager (Project Director/Team Leader/Chief of Party equivalent) for the MCC-funded Management Oversight, Social and Environmental Support (MOSES) contract. This is an initial 18-month assignment, with the possibility of five additional option periods of 12 months each, and is based in Freetown, Sierra Leone.
The Millennium Challenge Corporation (MCC) and the Government of the Republic of Sierra Leone signed a Millennium Challenge Compact on September 27, 2024, valued at USD $480 million. The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country's electricity sector. It consists of three projects: (i) the Transmission Backbone Project, which expands Sierra Leone's electricity transmission network; (ii) the Distribution and Access Project, which improves the reliability of electricity supply and expands access in selected communities; and (iii) the Power Sector Reform Project, which improves the financial sustainability, governance, and performance of the electricity sector. The Management Oversight, Social and Environmental Support (MOSES) contract supports MCA-Sierra Leone, the Government of Sierra Leone, and the Compact's implementing entities, including the Electricity Generation and Transmission Company (EGTC), the Electricity Distribution and Supply Authority (EDSA), the Electricity and Water Regulatory Commission (EWRC), and the Ministry of Energy. Ultimately, the Compact aims to benefit Sierra Leonean citizens through improved access to reliable and affordable electricity.
Responsibilities
~2 min readThe Project Manager is responsible for the overall management of the MOSES team and its interaction with MCA-SL and the Supervising Engineer. The Project Manager will ensure effective delivery of all MOSES tasks, coordinates multi-disciplinary technical teams, and serves as the primary interface between MOSES and MCA-SL leadership. During the Base Period, the Project Manager will lead the establishment of project management systems, deliverable schedules, and reporting frameworks. During Option Periods, the Project Manager will oversee construction-phase oversight, contract administration, and closeout activities.
- →Serve as the primary point of contact between MOSES and MCA-SL leadership, ensuring clear and timely communication on all contractual matters;
- →Lead the preparation and finalization of the Inception Report, including the mobilization and staffing plan, initial work plan, and methodology;
- →Develop and maintain a baseline Integrated Compact Work Plan, tracking tasks, milestones, and resource allocation across all MOSES functions;
- →Supervise and coordinate the multi-disciplinary MOSES team, including Key and Non-Key Personnel, sub-consultants, and Joint Venture partners as applicable;
- →Oversee the development and implementation of the Information/Data Management System (IDMS), Quality Assurance/Quality Control (QA/QC) Plan, and Risk Management Plan;
- →Ensure that all deliverables are produced on schedule, meet quality standards, and comply with MCA-SL, MCC, and IFC requirements;
- →Conduct regular progress reviews with MCA-SL and prepare Quarterly Progress Reports;
- →Coordinate MOSES activities with those of the Design Engineers, Supervising Engineer, Resettlement Consultant, Fiscal Agent, Procurement Agent, and other Compact partners;
Requirements
~1 min read- An engineering degree (preferred) or master’s degree in management or other relevant field;
- A minimum of 15 years of professional experience in the implementation of large-scale ($100M USD+) infrastructure projects, particularly in the areas of electrification, energy efficiency, transportation, and/or other adjacent technical areas;
- Demonstrated experience successfully managing and leading teams of experts in projects of similar size and complexity, including overseeing the deployment of technical experts to ensure on-time project implementation;
- Demonstrated expertise leading high-profile, USG-funded contracts with MCC, USAID, or other relevant agencies, including extensive knowledge of international best practices in the planning and implementation of infrastructure projects, project risk management, contract procedure management, and project monitoring,
- Strong organizational and leadership skills with the ability to manage multiple parallel work streams and establish and maintain excellent stakeholder relationships simultaneously;
- Proficiency in English (written and spoken) is required; and
- Prior experience in sub-Saharan Africa, with previous experience in Sierra Leone or West Africa preferred.
