Keystone Solutions is seeking a Project Manager for an Automatic Number Plate Recognition (ANPR) technology project aimed at enhancing road safety. This consultancy mission will take place at a client site, where you will represent Keystone Solutions while working on diverse and dynamic projects.



The ANPR program utilizes intelligent cameras to recognize license plates, comparing scanned plates with existing data to identify stolen vehicles or enforce area restrictions. Your role will be crucial in maximizing operational effectiveness within the traffic pillar of the ANPR ecosystem.


Responsibilities

  • Plan, execute, and monitor various projects within the ANPR team.
  • Ensure adherence to timelines and budgets, facilitating timely and correct implementation of initiatives.
  • Adjust planning as necessary and communicate transparently with stakeholders.
  • Develop project plans aligned with priorities and capacities, collaborating closely with business analysts.
  • Create a comprehensive vision and roadmap for traffic-related projects, translating it into actionable phased planning.
  • Coordinate actions with suppliers and build strong relationships with internal stakeholders, including IT architects and software engineers.
  • Support communication and change management initiatives, guiding developers and analysts as needed.
  • Quickly acquire knowledge on various traffic-related topics, documenting thoroughly for information transfer.
  • Adapt swiftly to changing priorities and topics.


  • Establish and manage project scope, planning, milestones, and deliverables based on validated parameters.
  • Identify tasks, dependencies, and risks; develop and monitor mitigation measures.
  • Lead business analysts on various topics.
  • Report project progress to stakeholders, documenting status, issues, bottlenecks, risks, and proposed alternatives.
  • Set up and maintain quality management plans to ensure project results meet required standards.
  • Collaborate daily with the development team and other involved teams.
  • Implement and utilize project management and documentation tools (e.g., JIRA, Confluence) for tracking and knowledge sharing.
  • Manage stakeholder relationships with internal police stakeholders and external partners to ensure project success.


  • Support the management of the project management organization within the ANPR team.
  • Assist in change management and training initiatives for users as needed.
  • Participate in developing a plan aligned with the future vision regarding camera connections and network provisions.

Requirements

  • At least 10 years of hands-on experience in managing IT technical projects.
  • Experience with project tracking and knowledge management systems (JIRA, Confluence).
  • Strong analytical and problem-solving skills.
  • Fluency in French or Dutch, with a strong passive knowledge of the other language.
