The primary objective of the Inert Catalyst Health & Safety Manager is to ensure that catalyst handling and inert operations are planned, controlled, and executed safely, with particular emphasis on preventing incidents associated with oxygen-deficient atmospheres, confined spaces, hazardous materials, line-of-fire exposures, falls, and other high-risk activities. 

  • The HSE Manager will manage and coordinate Safety for Inert Catalyst operations within a client’s site to ensure all regulatory provisions and procedures are being applied.
  • The HSE Manager is responsible for leading and overseeing activities associated with Inert catalyst, catalyst change-out, inert operations, confined space work, vessel entry, and refinery turnaround projects.
  • This position provides field-based HSE leadership to ensure work is planned and executed in accordance with company procedures, client requirements, OSHA regulations, applicable industry standards, and recognized refinery safety practices. The manager works closely with project management, field supervision, client representatives, and employees to identify hazards, implement effective controls, verify compliance, and promote a strong safety culture.
  • The position required a strong understanding of nitrogen inert processes, oxygen-deficient atmospheres, catalyst handling, confined spaces, respiratory protection, fall protection, energy isolation, atmospheric monitoring, emergency response, and refinery operations.
  • The HSE Safety Manager is responsible for the creation and implementation of the local HSE improvement plan and advises and supports site management and operational staff to promote employee health, safety, and environmental performance.

Responsibilities

  • →Provide direct HSE leadership for inert catalyst project operations.
  • →Establish and maintain project-specific HSE expectations and requirements.
  • →Serve as the primary HSE point of contact for assigned inert catalyst projects.
  • →Participate in project planning, pre-job meetings, kickoff meetings, and client HSE meetings.
  • →Maintain a visible field presence and routinely observe work activities.
  • →Coach supervisors and employees on safe work practices and hazard recognition.
  • →Manage incident investigations of injuries, near misses, property damage, environmental events, and high-potential incidents and prepare reports.
  • →Conduct causal analysis for incidents and develop corrective actions.
  • →Provide HSE oversight of nitrogen inert and catalyst- handling operations.
  • →Works independently and provides consultative advice within specific functional areas.
  • →Organize and oversee safety training, i.e. fork truck, lockout, and new hire onboarding. Work with supervisors to address training deficiencies.
  • →Perform any other duties as assigned.
  • →On-call 24/7 as needed.

Requirements

  • Bachelor's degree in occupational safety & health (OSH) is highly preferred.
  • CSP, SMP & GSP certifications are highly preferred.
  • Minimum of 5 years of HSE experience in the refinery, petrochemical, chemical, industrial services, turnaround, or similar operations is required.
  • Safety certification required, CHST certification is required at minimum.
  • Demonstrated field safety experience.
  • Experience in Inert catalyst operations is highly preferred.
  • Valid driver's license is required.
  • Valid TWIC is required.
  • Experience in OSHA Regulatory Compliance.
  • Experience in First Aid (CPR/AED) and injury management.
  • Knowledge of industrial hygiene, air monitoring and noise abatement.
  • Ability to work with all levels of the organization and exchange complex information.
  • Strong Problem-Solving skills.
  • Experience in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Strong written and communication skills.
  • Ability to travel and work extended hours, weekends, and turnaround schedules when required.

 

  • Ability to regularly talk and hear; and use hands to manipulate objects or equipment. 
  • Ability to stand and walk, stoop, bend or reach above the shoulders.  
  • Ability to occasionally lift up to 25 pounds.  
  • Ability to frequent and continuous do computer-based work requiring periods of sitting, close vision, and ability to adjust focus. 
  • Must be able to make general decisions requiring judgement and perform activities requiring sustained concentration.  
  • Ability to travel and work extended hours as needed
