POSITION OVERVIEW Department: Business Development Direct Supervisor: General Manager Employment Type: Full-Time, Permanent Location: Saudi Arabia Experience Required: Minimum 7 to 12 Years in HR / Manpower Supply Education: Bachelor’s Degree (HR, Business, or related); MBA Preferred Language: English & Arabic fluency mandatory Sectors Served: Oil & Gas, Utilities, Petrochemicals, Mining, Industrial, and Medical / Healthcare JOB OBJECTIVE The Business Development Manager (BDM) — HR & Manpower Supply is a senior commercial role responsible for growing the company’s manpower contracting and human resources solutions business across Saudi Arabia’s most strategically significant industrial, energy, utilities, and medical / healthcare clients. This role is designed for a seasoned HR and manpower supply professional who has spent their career within the HR contracting ecosystem — having worked with or competed against established global and regional manpower companies such as NES or comparable manpower contracting organizations. The candidate must possess a thorough understanding of how large-scale workforce supply contracts are structured, tendered, negotiated, and managed. The BDM will be the primary commercial engine of the organization — building and converting a robust pipeline of manpower supply opportunities across oil & gas, utilities, petrochemicals, mining, industrial, and medical / healthcare sectors; deepening relationships with key accounts; navigating the complex pre-qualification and vendor registration processes of Tier-1 Saudi clients; and ensuring the company’s workforce supply capabilities are positioned competitively in every sector it targets. DUTIES AND RESPONSIBILITIES 1. Business Development Strategy & Market Growth Own and execute the company’s commercial growth strategy across Saudi Arabia’s HR and manpower supply market: Design and implement a structured BD strategy targeting manpower supply opportunities across oil & gas, utilities, petrochemicals, mining, industrial, and medical / healthcare sectors throughout the Kingdom. Identify, map, and prioritize new business opportunities with Tier-1 clients across energy, utilities, industrial, and healthcare / medical segments — as well as their EPC contractors and sub-contractors. Lead vendor registration and pre-qualification efforts, preparing technical, financial, and compliance documentation required for Approved Vendor Lists (AVL). Develop sector-specific BD plans with defined targets, timelines, win strategies, and competitive positioning for each major client account. Monitor the Saudi market for upcoming manpower tenders, contract renewals, and mega-project announcements. 2. Manpower Contract Tendering & Proposal Management Lead the full tendering lifecycle for manpower supply contracts: Review and analyse RFPs and ITTs issued by major clients. Coordinate with internal teams to develop compliant and competitive bids. Prepare manpower proposals covering workforce mobilization, Saudization ratios, compensation structures, and SLAs. Conduct commercial pricing analysis to ensure profitability and competitiveness. Lead client presentations, clarifications, and negotiations through to award. Maintain bid register and win/loss analysis. 3. Key Account Management — Strategic Tier-1 Clients Serve as primary relationship owner for key accounts. Maintain regular engagement with client HR, procurement, and contracts departments. Develop account growth plans and expansion opportunities. Manage contract performance with HR operations teams. Handle variations, disputes, and rate negotiations. Manage contract renewals proactively (6–9 months before expiry). 4. Workforce Sourcing Strategy & Recruitment Coordination Work closely with recruitment teams on talent pipelines and mobilization timelines. Provide market intelligence on compensation benchmarks and candidate availability. Participate in workforce planning with clients. Support large recruitment drives and onboarding processes, including compliance checks for clinical staff where applicable. 5. Strategic Partnerships, JVs & Sub-Contractor Relations Identify and build consortiums or partnerships for large-scale contracts. Manage relationships with overseas recruitment agencies and sourcing partners. Represent the company at industry forums and events. 6. Pipeline Management, Reporting & Commercial Performance Manage BD pipeline using CRM tools. Prepare monthly and quarterly performance reports. Manage BD budget including travel and client engagement. Track ICV contribution metrics aligned with national programs. Requirements REQUIRED QUALIFICATIONS Educational Background Bachelor’s Degree in HR, Business Administration, Commerce, or related field MBA preferred Professional Experience 7–12 years in HR and manpower supply within the KSA market Direct experience with Tier-1 industrial, energy, utilities, or healthcare clients Early career HR operations exposure (recruitment, mobilization, onboarding) Progressive BD experience including tendering, account management, and revenue responsibility (SAR 5–50M+) Prior experience with established manpower companies strongly preferred REQUIRED SKILLS HR & Manpower Supply Knowledge Strong understanding of manpower contract structures, pricing models, and SLAs Familiarity with ICV requirements and Vision 2030 frameworks Knowledge of workforce categories across industrial and healthcare sectors Understanding of healthcare licensing requirements where applicable Business Development & Commercial Skills Proven ability to win and grow large manpower contracts Strong proposal writing and tendering expertise Negotiation skills across pricing and contract terms Financial modeling and P&L understanding Interpersonal & Leadership Skills Bilingual in Arabic and English Strong executive presence with Tier-1 clients Leadership and team management capability Strong cultural and business awareness in the Saudi market
