We are seeking an experienced and highly organized Proposal Manager to lead the development, coordination, and submission of winning proposals in support of federal, state, local, and commercial business opportunities. The ideal candidate will possess strong project management skills, exceptional writing and editing capabilities, and a proven track record managing complex proposal efforts from pre-RFP planning through final submission.
This role will work closely with business development, capture management, subject matter experts, recruiters, executives, and technical teams to produce compelling, compliant, and competitive proposals that align with customer requirements and organizational objectives.
Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).
Lead and manage the full proposal lifecycle, including planning, kickoff meetings, content development, reviews, production, and submission.
Analyze solicitations (RFPs, RFQs, RFIs, Sources Sought, Task Orders, and IDIQ opportunities) to identify requirements, compliance obligations, and proposal strategies.
Develop proposal schedules, outlines, compliance matrices, and content development plans.
Coordinate with capture managers, technical SMEs, recruiters, contracts personnel, and executive leadership to gather and refine proposal content.
Facilitate color team reviews (Pink, Red, Gold, White Glove, etc.) and ensure timely incorporation of feedback.
Write, edit, and format proposal sections, including management approaches, staffing plans, transition plans, corporate experience, executive summaries, and past performance narratives.
Ensure proposal compliance with solicitation requirements, formatting guidelines, page limitations, and submission instructions.
Manage proposal libraries, reusable content repositories, resumes, past performance databases, and proposal templates.
Support proposal graphics development and collaborate with desktop publishing personnel to improve visual presentation.
Track proposal milestones, risks, action items, and deliverables throughout the proposal process.
Coordinate final production, quality assurance, and electronic submissions through government portals and customer-required systems.
Support continuous process improvement initiatives to increase proposal efficiency and win probability.
Bachelor's degree in Business, Communications, English, Marketing, Technical Writing, or a related field.
5+ years of proposal management experience supporting federal government, defense, intelligence, technology, engineering, or professional services contracts.
Demonstrated experience managing multiple concurrent proposals with varying deadlines and priorities.
Strong knowledge of federal acquisition regulations (FAR), government contracting, and proposal best practices.
Exceptional writing, editing, proofreading, and verbal communication skills.
Experience developing compliance matrices, proposal schedules, and review processes.
Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint.
Strong organizational skills with meticulous attention to detail.
Ability to work effectively in a fast-paced, deadline-driven environment.
