Main Purpose of Job
The main purpose of the job is to support the Data and\r\nQuota Monitoring Program in receiving and processing commercial harvest reports and\r\npermitted species reports submitted via paper and electronically.
POSITION DUTIES
\r\nThe position will support the Commercial Harvest Reporting Group and the Permit and Quota Monitoring\r\nProgram, within the Unit’s Fisheries Data Management and Quota Monitoring Division. The position will also\r\nprovide assistance with customer service, work with the E-Reporting with FACTS electronic harvest reporting\r\nprogram, and conduct the receipt, computer entry, SOP development and maintenance, and organization of\r\ncommercial fishing reports and permitting documents. This will involve data entry, mail processing support,\r\ndocument updates, and customer service outreach. Data entry tasks include entering harvest and quota\r\ninformation into computer software programs, testing new software for harvest report processing, and managing\r\nback entry of baitfish reports. Position responsibilities for mail processing are sorting, organizing, and filing a\r\nhigh volume of mail. Customer support for stakeholders entails distribution/collection of fishery-specific permits\r\nand materials (harvest tags, paper permit cards), in-state travel for seasonal projects, accessing a web-based\r\nharvest reporting system, providing recruiting and training support, interaction with commercial harvesters over\r\nthe phone and in person, with E-Reporting (web-based) program support for recruitment and training.\r\n\r\n\r\nPrimary duties for this position are divided equally between performing commercial harvest reporting data\r\nmanagement (electronic and paper reports) and providing permitted species (quota monitoring) support. They\r\ninclude, but are not limited to: data entry using computer software; basic data manipulation using spreadsheets\r\nand other database software; conducting quality control checks on computer data files; physical inventory of\r\npermitted species materials; opening, sorting and time-stamping mail; filing, moving boxes and retrieving\r\narchived files from remote storage facilities; and any other duties that may be necessary as required.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Six months of experience performing administrative staff, clerical, clerical technical, or secretarial work.\r\nNotes:\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n Experience working with biological data sets, including organizing, maintaining, analyzing, or interpreting biological or scientific data.\r\n Experience using Microsoft Access.\r\n Experience providing customer service in a professional setting.\r\n \r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n

BENEFITS
\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n*Should benefits be available, this information will be discussed at the time of hire\r\n\r\n\r\n\r\n\r\n
