Title: Registrar
Institution: Volunteer State Community College
Job Summary:
This position provides strategic leadership for the College's academic records, registration, credential completion, curriculum and academic pathway systems. In addition to serving as the College's chief steward of student academic records, the Registrar plays a central role in the College's strategic enrollment management and student completion efforts by using student, academic, and enrollment data to identify opportunities to accelerate student progress, increase credential attainment, and strengthen pathways to completion.
Job Duties:
Use student-level and institutional data to identify opportunities to increase completion of short-term certificates, long-term certificates, associate degrees, and other recognized credentials. Conduct routine analyses to identify students who are approaching credential completion, including students who may qualify for embedded or stackable credentials, and coordinate with Advising, Academic Affairs, and other areas to support proactive completion strategies. Analyze student progression patterns to identify barriers to completion, including course availability, scheduling, modality, location, sequencing, prerequisites, excess credit accumulation, stop-out patterns, and other academic or administrative barriers. Partner with Academic Affairs to identify course scheduling and sequencing opportunities that improve students' ability to progress efficiently through academic pathways and complete credentials. Provide Advising and Student Affairs leadership with actionable student-level information to support proactive outreach, degree planning, retention, progression, and completion efforts. Lead and strengthen institutional processes for Prior Learning Assessment (PLA), transfer credit, articulation, and other mechanisms that appropriately recognize prior learning and reduce unnecessary duplication of coursework. Collaborate with Economic Development and Strategies and Academic Affairs to identify opportunities to translate eligible non-credit learning, industry certifications, workforce training, military experience, and other prior learning into academic credit and pathways toward College credentials. Identify opportunities to strengthen stackable credential pathways so that short-term certificates, long-term certificates, and associate degrees intentionally build upon one another and provide students with meaningful completion points throughout their academic journey. Monitor credential attainment and identify students who have satisfied requirements for certificates or other credentials while progressing toward a larger academic award, ensuring eligible credentials are appropriately identified and awarded in accordance with College and Tennessee Board of Regents (TBR) requirements. Monitor, analyze, and report data elements relevant to the Tennessee Higher Education Commission (THEC) funding formula, including student progression, course completion, credentials awarded, adult learners, dual enrollment students, learning support outcomes, and other weighted or performance-based measures. Conduct semester-by-semester analysis of College performance against funding formula measures and institutional completion goals, identifying areas of strength, performance gaps, emerging trends, and opportunities for improvement. Translate funding formula and completion data into actionable recommendations for Student Affairs, Academic Affairs, RASI, Economic Development and Strategies, and Executive Leadership. Develop mechanisms for tracking interventions and measure whether changes in advising, scheduling, PLA, academic pathways, registration practices, or other strategies improve student progression and credential completion. Maintain current knowledge of THEC and TBR policies, funding methodologies, reporting requirements, and emerging state priorities that may affect enrollment, progression, completion, and institutional funding. Serve as the College's chief steward of student academic records, ensuring accuracy, confidentiality, security, and integrity in compliance with Family Educational Rights and Privacy Act (FERPA), state law, TBR policy, and College policies and procedures. Oversee registration processes, including registration, add/drop, waitlists, transcript evaluation, academic standing processes, and related records functions. Manage the academic calendar and coordinate academic scheduling processes across modalities and College locations. Maintain the College curriculum, course catalog, and academic program inventory and process approved curriculum additions and changes in accordance with College and TBR requirements. Certify enrollment, credential, program, and other required data to TBR, THEC, and other agencies. Oversee the evaluation and application of transfer credit, articulation agreements, dual admissions agreements, graduation certification, and determination of athletic eligibility. Serve as the College's primary institutional resource regarding FERPA and provide guidance to students, faculty, staff, and leadership regarding student records, registration, academic policies, and related regulatory requirements. Supervise, develop, and provide strategic direction for the Office of Records and Registration, promoting a culture of service, accuracy, accountability, responsiveness, innovation, and continuous improvement. Develop and maintain policies, procedures, workflows, and technology-enabled processes that improve efficiency, student service, data integrity, and the student experience. Collaborate across organizational boundaries to ensure that records and registration functions support the College's strategic enrollment management, student success, completion, and institutional effectiveness goals. Regularly evaluate Registrar processes from the student's perspective, identifying unnecessary administrative barriers and recommending changes that simplify the pathway from enrollment through credential completion. Serve as a strategic partner to the Vice President for Student Affairs and College leadership in developing and evaluating strategies designed to improve enrollment, persistence, progression, credential attainment, and institutional performance.
